HTTP/2 and HTTP/3

HTTP/3 is Series C Research that needs HTTP/2. It cuts the round trips a user pays to reach a region on another continent by 20%: a European user served from North America waits 120 ms instead of 150 ms. HTTP/2 research has no effect of its own yet; you research it to unlock HTTP/3.
